As the founder of The Puebla Group, a lobbying firm and consultancy that brings lawmakers, businesses, and communities together around smart, durable policy, she is trusted by both Republicans and Democrats and has played a central role in shaping Texas legislation across multiple sessions. From public education and immigration to cannabis, psychedelics, and emerging markets, Shaun aligns stakeholders in some of the nation’s most ambitious and polarizing arenas, building policy that holds under pressure and stands the test of scrutiny.
Her work doesn’t stop with legislation. As the founder of Parley, her mediation and high-conflict management practice, Shaun works directly with leaders, founders, and institutions navigating high-stakes negotiations and internal fractures. Through structured mediation, arbitration, and strategic communication coaching, she creates clarity, accountability, and durable agreement. Resolution with Shaun is not reactive. It is intentional, disciplined, and built to last.
Before policy and mediation, Shaun cut her teeth in the highest-pressure environments. As a U.S. Air Force combat correspondent and documentary photojournalist, she deployed to Afghanistan and other austere regions in support of NATO priorities and U.S. diplomatic objectives. She later advised Pentagon leadership as a communications strategist in D.C. and New York, managing global defense accounts and reshaping how the Department of Defense engaged the public. That history of discipline and innovation under pressure forged the systems thinking, precision, and calm authority that define her work today.
